This article examines the essence of the educational cluster, the purpose of its creation, the elements of the educational cluster, its operating mechanism, the key role of the state in the educational cluster, the factors necessary for its formation, as well as the limitations threatening its development. The stages of the formation of the educational cluster are also considered.
